My friend is a teacher in an adult English centre attached to a high school. He is 29 and she is 20. She is no longer his student (she has finished school) so is it wrong?
Or is it better for an ex teacher to date their former students?
I have no problem with either but what do people think?

That's a murky legal question. In some countries, teacher/student relationships regardless of age are illegal. In the countries that don't criminalize it, it's still a murky legal area, because while you may not get in trouble with the law, you may or may not still be able to be fired over it. I would have your friend talk to a lawyer and see what his options are.
Ethically wise, they are two consenting adults, so I have no problem with it.

I honestly think its fine, I mean there both adults the only reason I would see a student teacher relationship being wrong is if that student suddenly gets better grades when there dating.

It's a former student, so there is no conflict of interest.
As you said, they are two consenting adults, so it's ok in my book.
