What this guys doing with his hand- What is it? I see it done quite a lot in Hung Ga and was wondering what it was for?

There are a few reasons for this...
The first, and most prominent is the structural stability of the arm depending on where the index finger points. There are several systems of internal martial arts in China, and these systems rely almost entirely on structure, and practically devoid of any large amount of muscular strength.
While this is the ultimate goal of many of the forms of karate, and even other kung fu systems in China, they are not the same, nor can they be. Internal martial arts follow a completely different method of movement within the entire physical structure. Because of this you see people standing and moving very slowly for long periods of time in their classes. This is NOT some mumbo jumbo, magical, learn how to fly and shoot chi balls as many proclaim, or even demean the practice by assuming. It is a reprogramming of the body's somatic system, all the way to the muscles and fascia.
So, that being said I'll repeat that the structural support of the arm also involves (in some areas) the positioning of the index finger in accordance with the technique.
What this guy is doing in the picture, could simply be an easier hand position for striking straight out with the palm heel of his hand. It's really reliant in the technique at the time of execution, as to the importance of his position.
