It can help develop your muscles as you work with resistance, but punching harder comes from relaxing the muscles as you punch, and perfecting technique.

What Frank said, but with one quick clarification: The best way to develop good, explosive punching power is to punch with explosive power. So basically, you can punch slowly and focus on form all day but in the end the main result you'll get is better form. If you want to increase the overall explosive power of your punches, then once you've got that form down you need to punch with the explosive power you already have. Since our muscles adapt to the types of training we do (i.e. a weight lifter doing slow lifts and developing large muscle that's slow but capable of lifting heavy things) you can develop more explosive power just by repetition. Get a punching bag or a Makiwara or whatever punching equipment pertains to you and start regularly hitting it with all you've got. You'll develop all the muscles you need to for punching by doing this and build up the fast twitch muscle fibers in those muscles for greater acceleration and therefore greater power.
I know, I didn't really say much in that paragraph for how much was there. Basically I'm just saying that Frank is right, so go hit things as hard as you can.
